A Davenport man won the lottery jackpot for the fourth time, this time with a free scratch-off ticket. Chuck Anderson claimed the $4.38 million jackpot for the second time on Monday, May 13. He had bought the ticket at a Publix convenience store in Davenport. As part of the Lotto Surprise promotion, the Iowa Lottery has been giving away free lotto games. Chuck Anderson’s winning ticket was included. The retailer will receive $2,000 for selling the winning ticket.
